Program Mobilitas Mahasiswa AIMS dan PERMATA

ASEAN INTERNATIONAL MOBILITY STUDENT

1. OVERVIEW OF AIMS PROGRAM

The ASEAN International Mobility for Students (AIMS) programme, formally known as M-I-T, aims to create a vibrant student mobility programme for citizens of all SEAMEO member countries. It has a long history, emerging from the Malaysia-Indonesia-Thailand (M-I-T) Student Mobility Pilot Project which was initiated in 2009 as collaboration between the governments of the three countries and SEAMEO RIHED. The M-I-T project was a pilot project. Following the success of the pilot project, it is now being turned into a fully-fledged ASEAN programme. Additional Southeast Asian nations are now invited to join the efforts of the three existing countries, and collectively develop a regional Southeast Asian student mobility programme. This section provides a background to the student mobility pilot project, including key partners, objective and key events.

ASEAN International Mobility for Students (AIMS) Programme has been at the core of SEAMEO RIHED’s educational programmes as indicated in our 4th Five-Year Development Plan to cultivate globalized human resources. To SEAMEO RIHED, student mobility has always been one of the key strategic elements of cooperation leading to the development of a harmonised higher education environment among countries in Southeast Asia. By 2015, it has been ambitiously agreed as a short-term goal among AIMS member countries that at least 500 students will be mobilised across the region, with expanding disciplines as well as membership.


1.1. Vision of the Program

  • To provide a high-quality and multi-cultured workforce for the ASEAN community and the future ASEAN Higher Education Area.
  • To make cross-bordered education a reality for students in the pilot countries without time consuming, costly, and complicated procedures.
  • To use mobility as a driver for students to further career prospects and competences as well as to raise internationally-oriented approaches and foster innovation in selected discipline areas.

1.2. Mission of the Program

  • To provide the opportunities for students in ASEAN region to move around freely in the pilot countries and study between 4 – 6 months (1 semester).
  • To develop an infrastructure policy/mobility mechanisms or agreement in the pilot countries to accommodate the mobility program.
  • To encourage HEIs in the selected areas of expertise to take part actively in the pilot mobility program.
1.3. General Objectives of the Program

  • To internationalize Higher Education Systems of the participating countries.
  • To support the development of ASEAN Community[1] by 2015 through credit transfer program.
  • To set up a mobility program in the selected discipline areas in participating countries.
  • To provide stronger socio-cultural links and understanding among the participating countries.
1.4. Specific Objectives of the Program

a. For Higher Education Institutions
  • To recognize the learning system of higher education institutions in the form of credit transfer system.
  • To establish network among the higher education institutions.
  • To develop international academic atmosphere based on the cultural exchange experienced from the students who join the program.
  • To generate new thoughts derived from inbound and outbound students.
b. For Students
  • To obtain international experiences.
  • To increase hard and soft skills.
  • To provide better understanding of socio-cultural differences.
1.5. Program Design

  • The design of the AIMS Program is based on reciprocal principle. This principle applies for both number of students and fees waiver. The credit obtained by the students shall be transferable.
  • AIMS Program is under the coordination of SEAMEO RIHED at ASEAN level and Higher Education authority in the participating countries at country level.
1.6. Disciplines
There are five disciplines in the AIMS Program for 2013, which are:
  • Agriculture
  • Language and Culture
  • International Business
  • Hospitality and Tourism
  • Food Science and Technology
1.7. Funding

The Ministry of Education and Culture is responsible in providing the fund for:

  • Return (round trip) air transportation (economy class)
  • Visa
  • Monthly living allowance (including accommodation)
  • Health checkup and health insurance
  • Academic fees associated with the program
  • Other funds related to co-/extracurricular activities
2. PROCEDURE FOR OUTBOUND STUDENTS

2.1. Selection Criteria

Undergraduate student who is eligible to participate in AIMS Program must:
  • be registered in one of the Indonesian universities participated in AIMS Program
  • be at least 2nd year student
  • have minimum GPA of 3.0
  • have sufficient English proficiency (IELTS≥5.0 or TOEFL ≥ 450) or proved otherwise
2.2. Selection Process
  • Selection process is carried out by home university.
  • Selection process must be done at least three months prior to departure.
  • Announcement of the selection process is made public.
  • Registration is done by filling up the registration form and providing the required attachment i.e. CV, academic transcript, English proficiency result.
  • Selection process includes both desk evaluation and interview.
  • Desk evaluation is based on the registration form and its attachments.
  • Interview is done for applicants who successfully pass the desk evaluation.
  • Criteria for interview should cover at least academic performance, English proficiency, attitude and extra-curricular activities.
  • Announcement of the successful applicants should be done not later than one week after the interview.
2.3. Course/Research Topic Selection
  • Home university should identify academic calendar and list the courses and/or research topic offered by the host institution.
  • Successful applicant chooses the courses and/or research topic under supervision of home university.
  • Total credit of the courses and/or research project must be between 9 and 21 credit hours.
2.4. Request for LoA (Letter of Acceptance)
  • Home university sends the list of successful applicant and request for Letter of Acceptance (LoA) to host university.
  • Home university provides/attaches the necessary documents for the LoA request such as completed and undersigned registration form, copy of applicants’ passport, CV and academic transcript.
2.5. Immigration

a. Passport
  • Successful applicant must have a valid passport, for at least 12 months from time of AIMS Program application.
  • Ministry of Education and Culture shall hold no responsibility in providing passport for the applicant.
b. Visa
  • Successful applicant must hold valid and suitable visa to enter the host country.
  • Successful applicant should apply for visa after receiving Letter of Acceptance (LoA) from Host University.
  • Home university shall provide necessary assistance for their students in obtaining the visa.
  • Ministry of Education and Culture provides the necessary funding for visa application (at cost).
2.6. Health Check Up and Health Insurance

a. Successful applicant must be in good health condition prior to departure and thoroughly checked by authorized person.

b. Every successful applicant must have medical check-up in the home country prior to departure.

c. Parameter of health check-up must meet minimum requirement of host university
  • Host university in Malaysia have the Health Examination Guidelines for Entry to Malaysian Higher Educational Institutions (required by the Government of Malaysia)'
  • Host university in Thailand and Vietnam apply the minimum requirements, they will need the students to fill in the application form if they have any health problems / physical problems or take any medication.
d. Every student participating in AIMS Program must have a health insurance valid up to the end of the program.

2.7. Financial
  • Financial support for the AIMS Program is provided through scholarship by Ministry of Education and Culture (Directorate General of Higher Education and Bureau of Planning and International Cooperation).
  • The scholarship covers one return (round trip) ticket (economy class), visa, monthly living allowance, health check-up and health insurance, academic fees associated with the program, and other funds for co and extracurricular activities.
  • Home university submit list of successful applicant to Ministry of Education and Culture at least two months prior to departure.
  • Scholarship is directly given to successful applicant or through home university prior to departure by signing terms of condition / contract.
2.8. Departure
  • Home university provides flight details to host university for pick up arrangement.
  • Home university provides pre-departure program to ensure that the successful applicant understand the goal of the program and minimize possible obstacles faced in the host country.
  • Successful applicant should be in the host university before the semester start or as agreed by both the home and host university.
  • Student must report to Indonesian Embassy or Consulate General in the host country no later than one (1) month after the arrival.
2.9. Enrolment and Academic Activities
  • Indonesian student must follow the academic procedures and rules of the host university.
  • Student must enroll for courses including research and/or final project in host university as has been discussed in the home university.
  • Any changes in the enrolled courses, research and/or final project topic must be discussed with the home university to ensure that they are transferable and suitable for the student.
  • Student must report to his/her home university on the enrolled courses, research and/or final project in the host university.
  • Student must provide final report to home university on his/her study in the host university, by the end of the program.
  • Student shall write up popular publication (AIMS Program related topics) submitted to local/national/regional mass-media, by mentioning the funding sponsor of AIMS Program (Directorate General of Higher Education or Bureau of Planning and International Cooperation).
  • Directorate General of Higher Education, Ministry of Education and Culture, Republic of Indonesia provides certificate of participation in AIMS Program for outbound (Indonesian) students.
3. PROCEDURE OF INBOUND STUDENTS

3.1 Selection Process

Selection is done by home universities.

3.2 Application Process
  • Host university in Indonesia provides application form, academic calendar and list of available courses/research topics.
  • The students should choose from the listed courses/research topics under consultation with their supervisor.
  • The students fill up the application form and complete the required documents, e.g. an up-to-date certified academic transcript, copy of passport, 8 passport size photos, health check up report, and certified copy of English proficiency result.

3.3 Issue of LoA (Letter of Acceptance)
  • Home university sends request for LoA, containing list of students who are joining the AIMS Program together with completed application form and required supporting documents to Indonesian host university, at least three months before the semester starts.
  • Indonesian host university issues the LoA based on the request letter within two (2) weeks.
3.4 Immigration

a. Passport

Inbound students must have a valid passport, for at least 12 months from arrival date.

b. Visa

  • Indonesian host university sends list of inbound students equipped with supporting documents required for visa application to:
Directorate of Learning and Student Affairs
Directorate General of Higher Education (DGHE)
Ministry of Education and Culture, Republic of Indonesia

  • Directorate of Learning and Student Affairs, DGHE proceeds the visa application process to immigration office.
  • Inbound students apply for VITAS (Visa Ijin Tinggal Terbatas – Temporary Stay Visa) to Indonesian Embassy in their country after receiving calling visa.

3.5 Health Insurance

Inbound students must hold health insurance valid during AIMS Program.

3.6 Financial

  • Tuition fee for AIMS’ inbound students is waived by Indonesian host university.
  • Cost for airfare, visa, monthly living allowance, health check-up and health insurance, academic fees associated with the program are under the responsibility of home government.

3.7 Arrival

  • Prior to arrival, Indonesian host university provides the inbound students with important information such as orientation program and campus tour, registration process, information of accommodation, transportation, food, etc.
  • Home university / inbound students provide flight details to Indonesian host university for airport pick up arrangement at least one (1) week prior to arrival, in order to arrange airport pick up service.
  • Indonesian host university arranges proper accommodation for inbound students.
3.8 Inbound Student Orientation and Settlement

  • Indonesian host university arranges orientation program for inbound students (such as information regarding courses, registration, university’s rules and regulations, student activities, culture, food, survival tips, interesting objects in the city and surrounding etc).
  • Indonesian host university facilitates inbound students in obtaining student ID card, course registration, bank account registration, report to the embassy of home country, immigration and the local police office.
  • Indonesian host university shall provide buddy to assist inbound student(s) in adapting to new environment.
3.9 Academic Activities

  • Inbound student must follow the academic procedures and rules of the Indonesian host university.
  • Inbound student must enroll for courses including research and/or final project in Indonesian host university as has been discussed and approved by home university.
  • Any changes in the enrolled courses, research and/or final project topics must be discussed with the supervisor in the home university to ensure that they are transferable and suitable for the inbound student.
  • Indonesian host university provides academic transcript and certificate of participation in AIMS Program for inbound students by the end of the program.
4. MONITORING AND EVALUATION (MONEV)

4.1.MonEv is the responsibility of each university and also the Directorate General of Higher Education (Indonesia).

4.2.The objective of MonEv is to identify various problems, obstacles, best practices and new opportunities for the development of the program.

4.3.MonEv of outbound students is funded by Directorate General of Higher Education (Indonesia).

4.4. MonEv (inbound and outbound) is conducted at least once during the program.

4.5. MonEv includes at least:

  • Identity of partner universities, students (inbound and outbound)
  • Assessment on academic and co-/extracurricular activities, services, facilities, financial matters
  • Identification of various problems, obstacles, best practices and new opportunities
4.6. MonEv team provides written report to Directorate General of Higher Education (Indonesia) within one month using provided format.

4.7.Format/outline of MonEv Report shall include:

  • Title
  • MonEv Team
  • MonEv Location and Date
  • Result and Observation
  • Conclusion
  • Recommendation for Further Action
  • Attachment
5. REPORTING

5.1. Each participating Indonesian university provides final report to Directorate General of Higher Education (Indonesia) no longer than one (1) month after program completion.

5.2. Final report shall include at least:
  • list of inbound and outbound students
  • list of partner universities
  • list of disciplines and courses
  • funding resources
  • lessons learned
  • benefit of the program for home university
  • report from each outbound student

  • Prof. Supachai thanked participants of the meeting for their active participation. He also thanked staff of the Office of the Higher Education Commission, Thailand for their hard work in preparing the meeting and to Assoc. Prof. Piniti for championing the meeting. Prof. Supachai gave special thanks to the Office of the Higher Education Commission, Thailand for acting as host. 
  • Assoc. Prof. Piniti thanked participants for their valuable inputs which are valuable and beneficial for the development of the MIT meeting in the future. He also thanked staff of both SEAMEO RIHED and the Office of the Higher Education Commission, Thailand.
  • Tokens of appreciation were exchanged between Assoc. Review Meeting 2011#2
The 2nd M-I-T Student Mobility Program Review Meeting was held on 24 September 2011 at Kuta Paradiso Hotel, Bali, Indonesia. 
  • The Directorate General of Higher Education, Ministry of National Education, Indonesia, kindly hosted the event. The Meeting was attended by delegates from Ministry of Higher Education, Malaysia, and Directorate General of Higher Education, Indonesia, Office of the Higher Education Commission, Thailand, representatives from participating Higher Education Institutions (HEIs) from the M-I-T countries, as well as, former Director and staff of SEAMEO RIHED. In addition, this year Meeting was also included policy makers and members of the iAward Preliminary Committee as respective observers.
  • Prof. Dr. Supachai mentioned the 2nd iAward Assessment Committees Meeting, which convened back-to-back to the Meeting. The Meeting acknowledged the agreed timeline for site-visit assessment of HEIs in 2012 proposed by representatives of the three ministries Implementation Procedure and Timeline of the M-I-T iAward from 2011-2013.
  • Prof. Dr. Supachai commended the DGHE, MONE, Indonesia, for the hard work in organizing the Meeting. Prof. Dr. Supachai also expressed his gratitude to the participants for their active participation and sharing of ideas.
  • The Meeting noted that the 3rd M-I-T Review Meeting will be held in early 2012 and will be hosted by MOHE, Malaysia. 

Review Meeting 2013#1
The 5th Review Meeting of the ASEAN International Mobility for Students (AIMS) Programme was held in Yogyakarta, Indonesia, from 9 to 10 May 2013. 
  • The Meeting was hosted with generous hospitality from the Ministry of Culture and Education, Indonesia. The participants of the Review Meeting included delegates from the Ministry of Higher Education, Malaysia; the Ministry of Education and Culture, Indonesia; the Office of the Higher Education Commission, Thailand; the Commission on Higher Education, the Philippines; the Ministry of Education, Brunei Darussalam; the Ministry of Education, Culture, Sports, Science and Technology, Japan; and representatives from participating higher education institutions.
  • Member countries provided progress updates and Japan was welcomed to present a proposal for participation in the AIMS programme. Additionally, the winners of the M-I-T internationalisation Award shared good practices in internationalisation management with the Meeting and SEAMEO RIHED introduced its ongoing work towards a common credit transfer system for the region. 
  • The Meeting constituted an important step towards building fruitful synergies of bilateral and multilateral cooperation, and developing the networks and partnerships necessary for building a sustainable future for the AIMS Programme and the citizens of Southeast Asia.
Review Meeting 2013#2
The 6th Review Meeting of the AIMS Programme was kindly hosted by the Office of the Higher Education Commission, Thailand and co-organized by Mae Fah Luang University in Chiang Rai, Thailand, from 22–23 November 2013.

Review Meeting 2014#1
The 7th Review Meeting of the AIMS Programme was later generously hosted by the Commission on Higher Education, Philippines and co-organized by the University of the Philippines-Diliman from 8–9 May 2014 in Manila, Philippines.

  • AIMS—the ASEAN International Mobility for Students Programme—currently offers a wide range of exchange opportunities to undergraduate students in 7 fields of study (Hospitality and Tourism, Agriculture, Language and Culture, International Business, Food Science and Technology, Engineering and Economics) at 60 universities in 7 countries (Malaysia, Indonesia, Thailand, Vietnam, Brunei Darussalam, Philippines and Japan). So far, since the start of the Programme in 2010, approximately 700 students from throughout the region have enhanced their education abroad and made a lasting contribution to regional understanding, cooperation and friendship. 
  • The AIMS Programme has also been widely recognized as a key platform for regional student mobility, benefitting participating universities and higher education systems and preparingstudents for a career and life in an increasingly interconnected world. In 2013–2014, two Review Meetings were held in Thailand and the Philippines to promote multilateral collaboration among participating countries and universities and strengthen the networks and partnerships crucial to the success and future of the Programme.

By the end of 2014, over 1200 students from 7 member countries have enhanced their education abroad and made lasting contribution to regional understanding, cooperation and friendship. 
  • The AIMS Programme has also been widely recognized as a key platform for regional student mobility, benefitting participating universities and higher education systems and preparing students for a career and life in an increasingly interconnected world. 
  • Review Meeting of the AIMS Programme serves to promote multilateral collaboration among participating countries and universities and strengthen the networks and partnerships crucial to the success and future of the Programme. From 2–3 December 2014, the 8th Review Meeting of the AIMS Programme was kindly hosted by the Ministry of Education, Brunei Darussalam and co-organized by Universiti Brunei Darussalam in Brunei. Over 130 delegates from AIMS participating universities attended the event.

i-Award Program

In addition to the development of regional quality assurance, this year also marked the completion of the first phase of the internationalization Award (iAward) programme. The iAward was developed by SEAMEO RIHED as a tool to support the regional harmonization process and encourage the internationalization of higher education institutions, empowering them to succeed in an increasingly complex higher education environment. In the first phase of the programme, the iAward promoted student mobility among Malaysia, Indonesia and Thailand and focused on supporting regional student mobility through the recognition and sharing of good practices by International Relations Offices (IROs).

With the culmination of assessments of nominated higher education institutions in October of 2012, SEAMEO RIHED was pleased to inform the Universiti Sains Malaysia, BINUS University, Indonesia and Mae Fah Luang University, Thailand that they had been selected in recognition of their contributions to facilitate student mobility. In March 2013, a ceremony was organized in consultation with the SEAMEO Secretariat to present the awards at the 47th SEAMEO Council Conference, which was kindly hosted by the Ministry of Education and Training, Vietnam, in Hanoi. In line with the objectives developed for the programme, representatives of the three awarded universities were invited to attend the 5th Review Meeting of the AIMS Programme and share their good practices.

Latar Belakang

Peran Perguruan tinggi tidak sekadar membuka akses pendidikan tinggi sebagai implementasi dari kewajiban konstitusional untuk menyelenggarakan pendidikan. Perguruan tinggi berperan dalam mengembangkan kemampuan dan membentuk watak serta peradaban bangsa menghasilkan modal sumber daya manusia Indonesia dengan cara menghasilkan manusia yang beriman dan bertakwa kepada Tuhan Yang Maha Esa, berakhlak mulia, sehat, berilmu, cakap, kreatif, mandiri, dan menjadi warga negara yang demokratis serta bertanggung jawab. Peran strategis ini dimainkan oleh perguruan tinggi dengan sejumlah tantangan baik yang berasal dari internal perguruan tinggi maupun lingkungan eksternal. Tantangan internal perguruan tinggi terutama berasal dari tata kelola perguruan tinggi yang belum dilakukan sesuai standar tata kelola perguruan tinggi yang baik (good university governance).

Pengelolaan perguruan tinggi di Indonesia masih banyak yang dilakukan secara tradisional, tanpa didasarkan pada suatu perencanaan strategis yang bersinergis dengan kebutuhan stakeholder atau rencana strategis dan prioritas nasional yang dikembangkan oleh Kementerian Pendidikan Nasional. Tantangan eksternal berupa semakin kritisnya masyarakat terhadap perguruan tinggi, jumlah perguruan tinggi yang terus bertambah, biaya pendidikan tinggi semakin meningkat sedangkan proporsi jumlah keluarga yang mampu membayar penuh biaya kuliah di universitas semakin menurun, revolusi besar di bidang teknologi yang berdampak revolusioner terhadap sistem pengajaran dan bagaimana mahasiswa belajar, sektor pencetak laba telah memasuki pasar pendidikan tinggi, sementara dukungan politik dan keuangan terhadap pendidikan tinggi masih kurang. Kondisi yang demikian, justru harus dihadapi oleh perguruan tinggi pada saat yang bersamaan dengan terjadinya globalisasi, termasuk globalisasi pendidikan. Globalisasi, termasuk dalam bidang pendidikan tinggi, merupakan fenomena yang tidak dapat dihindari oleh Indonesia.

Dengan populasi penduduk usia perguruan tinggi mencapai lebih dari 25 juta jiwa dan terus akan meningkat, Indonesia merupakan pasar yang sangat menggiurkan bagi perguruan tinggi asing. Menghadapi tantangan tersebut, perguruan tinggi di Indonesia harus terus mengembangkan diri, meningkatkan kualitas dan relevansinya. Di sisi lain, berbagai masalah yang berkaitan dengan kualitas pendidikan tinggi di Indonesia antara lain terjadi karena disparitas kualitas pendidikan di antara perguruan tinggi masih sangat tajam, sementara pola pembinaan yang melibatkan perguran tinggi yang kuat terhadap yang lebih lemah belum berjalan dengan baik.

Hingga saat ini belum terciptanya pola kerja sama antar perguruan tinggi di Indonesia yang dapat mempekuat daya saing dalam era globalisasi pendidikan tinggi tersebut di atas. Kerjasama sesama perguruan tinggi maupun dengan lembaga lain sangat penting bagi pembangunan mutu pendidikan tinggi di Indonesia. Kerjasama pendidikan tersebut akan memberikan peluang bagi pendidikan tinggi nasional untuk meningkatkan mutu pendidikan, memperluas akses dan memperkuat jejaring antar perguran tinggi nasional.

Kerjasama tersebut akan berdampak pada perluasan wawasan kebangsaan bagi sivitas akademika perguruan tinggi, meningkatkan sinergi antara perguruan tinggi, meningkatkan efisiensi sumberdaya untuk pembelajaran dan riset, menumbuhkembangkan Center of Excellence, meningkatkan standar mutu antar perguruan tinggi nasional, membangun kapasitas bersama untuk meningkatkan dayasaing bangsa, dan memperkuat peran perguruan tinggi sebagai perekat persatuan negara. Sebagai komitmen sejak awal berdirinya, Majelis Rektor Perguruan Tinggi Negeri Indonesia (MRPTNI), dimana para rektor Perguruan Tinggi Negeri se Indonesia, yang menjadi anggota dari majelis ini telah menyepakati untuk mengambil peran sebagai wadah perekat bangsa di tengah-tengah isu kemajemukan, desintegrasi, otonomisasi dan globalisasi yang lagi marak saat ini. Bias yang begitu luas dari perkembangan isu ini, dinilai sangat berpotensi mengikis akar budaya, karakter dan jati diri bangsa Indonesia, bila tidak diiringi dengan keawasan, kedewasaan dan wawasan kebangsaan yang baik dari seluruh komponen bangsa.

Perguruan Tinggi sebagai pusat pencerdasan dan peningkatan derajat martabat sumber daya manusia dan kapasitasnya sebagai rahim budaya perdamaian, harus mengambil inisiatif dalam mencegah keretakan bangsa ini melalui pendidikan, yang dipercaya dapat memperluas pemahaman berkehidupan kebangsaan di tengah kemajemukan bangsa. Generasi muda dan mahasiswa pada khususnya, harus dapat memposisikan diri sebagai perisai peradaban bangsa, sehingga kedepan dapat menjadi pilar-pilar bangsa yang memiliki integritas tinggi dalam menyikapi setiap perubahan dan kemajuan.

Dalam perkembangannya, pendidikan tinggi di Indonesia, semakin hari semakin dirasakan besarnya ketimpangan mutu, fasilitas dan kemandiriannya. Perguruan Tinggi maju semakin melaju meninggalkan Perguruan Tinggi yang kurang maju sehingga dikhawatirkan dapat memicu pudarnya nilai integritas kebangsaan di antara mahasiswa dan generasi muda yang ada didalamnya.

Atas pertimbangan tersebut, MRPTNI dengan bimbingan dan arahan Kementerian Pendidikan dan Kebudayaan kemudian bertekad untuk menyelenggarakan kegiatan PERMATA “Pertukaran Mahasiswa Tanah Air-Nusantara”, yaitu kegiatan yang dimaksudkan untuk memberikan kesempatan kepada mahasiwa PTN se tanah air untuk mengikuti pekuliahan yang relevan di PTN lainnya di seluruh nusantara, sepanjang memenuhi krteria yang telah ditetapkan, dalam bentuk kegiatan akademik atau “credit earning or credit transfer”. 

Tujuan

Secara umum tujuan dari kegiatan PERMATA “Pertukaran Mahasiswa Tanah AirNusantara” adalah untuk:
  1. Meningkatkan wawasan kebangsaan mahasiswa melalui pertukaran mahasiswa PTN se Indonesia
  2. Meningkatkan integritas, solidaritas, dan perekat kebangsaan antar-mahasiswa seIndonesia.
  3. Mempersiapkan pemimpin bangsa yang memiliki karakter nasional yang berwawasan kebangsaaan NKRI.
  4. Memberi kesempatan kepada mahasiswa untuk merasakan dan memanfaatkan fasilitas pendidikan dan suasana akademik di PTN tujuan.
  5. Memperkecil kesenjangan mutu pendidikan antar PTN se Indonesia
Secara khusus Program PERMATA ditujukan untuk membangun dan memperkuat nasionalisme mahasiswa, meningkatkan komunikasi mahasiswa lintas PTN dan lintas budaya, serta memberi kesempatan kepada mahasiswa untuk mengambil perkuliahan di PTN yang memiliki keunggulan dan kekhasan keilmuan tertentu sesuai dengan bidang ilmu yang dipelajari mahasiswa yang bersangkutan, serta atmosfir akademik yang berbeda melalui peningkatan mobilitas mahasiswa.

Persyaratan Perguruan Tinggi Pengirim dan Perguruan Tinggi Penerima

A. Perguruan Tinggi Pengirim wajib memenuhi persyaratan-persyaratan sebagai berikut
  1. Merupakan Perguruan Tinggi Negeri Indonesia 
  2. Merupakan anggota Majelis Rektor Perguruan Tinggi Negeri Indonesia; 
  3. Perguruan Tinggi Pengirim dan Perguruan Tinggi Penerima telah menandatangani Nota Kesepahaman dan Perjanjian Kerjasama Pertukaran Mahasiswa yang ditandatangani oleh Rektor masing-masing Perguruan Tinggi. 
  4. Perguruan Tinggi Pengirim telah terakreditasi oleh Badan Akreditasi Nasional Perguruan Tinggi sesuai ketentuan perundang-undangan yang berlaku. 
  5. Program Studi asal yang mengirimkan mahasiswa peserta Program PERMATA wajib memiliki ijin Operasional dari Kementerian Pendidikan dan Kebudayaan Nasional cq. Direktorat Jenderal Pendidikan Tinggi sesuai ketentuan perundangundangan yang berlaku. 
  6. Program Studi asal yang mengirimkan mahasiswa peserta Program PERMATA wajib telah terakreditasi oleh Badan Akreditasi Nasional Perguruan Tinggi (BANPT) atau Badan Akreditasi Mandiri sesuai ketentuan perundang-undangan yang berlaku. 
B. Perguruan Tinggi Penerima wajib memenuhi persyaratan-persyaratan sebagai berikut:
  1. Merupakan anggota Majelis Rektor Perguruan Tinggi Negeri Indonesia; 
  2. Perguruan Tinggi Pengirim dan Perguruan Tinggi Penerima telah menandatangani Nota Kesepahaman dan Perjanjian Kerjasama Pertukaran Mahasiswa yang ditandatangani oleh Rektor masing-masing Perguruan Tinggi. 
  3. Perguruan Tinggi Penerima telah terakreditasi oleh Badan Akreditasi Nasional Perguruan Tinggi sesuai ketentuan perundang-undangan yang berlaku. 
  4. Program Studi yang menerima mahasiswa peserta Program PERMATA wajib memiliki ijin Operasional dari Kementerian Pendidikan dan Kebudayaan Nasional cq. Direktorat Jenderal Pendidikan Tinggi sesuai ketentuan perundang-undangan yang berlaku. 
  5. Program Studi yang menerima mahasiswa peserta Program PERMATA wajib telah terakreditasi oleh Badan Akreditasi Nasional Perguruan Tinggi (BAN-PT) atau Badan Akreditasi Mandiri sesuai ketentuan perundang-undangan yang berlaku dengan peringkat Akreditasi sekurang-kurangnya B.

Jadwal Kegiatan

Jadwal kegiatan PERMATA adalah sebagai berikut.
  1. Sosialisasi: Januari-April 
  2. Pengajuan Program Studi yang ditawarkan oleh Perguruan Tinggi peserta: April 
  3. Pendaftaran calon peserta: April-Mei 
  4. Seleksi Calon peserta: Mei-Juli 
  5. Pembekalan peserta: Juli-Agustus 
  6. Pemberangkatan peserta: September 
  7. Pelaksanaan kegiatan termasuk Orientasi mahasiswa peserta: September -Desember 
  8. Monitoring dan Evaluasi: Oktober 
  9. Monitoring dan Evaluasi: Desember
